Veolia Water New Jersey Windsor Avenue Water Treatment Plant Upgrade Project Receives NJ Alliance for Action 2026 Distinguished Engineering Award

Date: July 29, 2026

We’re proud to share that the Windsor Avenue Water Treatment Plant Upgrade in the Township of Toms River, completed for Veolia Water New Jersey, has received a 2026 Distinguished Engineering Award from the New Jersey Alliance for Action. Representatives from Veolia and SCE accepted the award during the organization’s annual awards breakfast on July 29.

Originally constructed in 1990, the Windsor Avenue Water Treatment Plant supplies up to 2.8 million gallons of drinking water per day and plays a vital role in meeting peak seasonal demand. The $9 million upgrade transformed the aging facility into a modern, energy-efficient, and environmentally sustainable treatment plant while improving water quality, operational reliability, and long-term resilience.

A key feature of the project was its innovative approach to treating organically complexed iron, a challenging water quality condition that conventional treatment methods cannot effectively remove. After extensive pilot testing and laboratory evaluations, the team implemented a specialized treatment process using charge neutralization and GreensandPlus pressure filtration to deliver consistent, reliable iron removal.

The upgrade also modernized plant operations by replacing an outdated gravity filtration system with energy-efficient pressure filtration, optimizing finished water pumping, and adding automated controls for improved monitoring and performance. Additional improvements—including a new groundwater supply well, electrical upgrades, and wastewater reduction measures—further strengthened the facility’s reliability and sustainability.

By combining innovative treatment technologies with sustainable design and operational efficiencies, the Windsor Avenue Water Treatment Plant Upgrade demonstrates how strategic infrastructure investments can deliver lasting benefits for water utilities and the communities they serve.

Congratulations to Veolia Water New Jersey and everyone involved in this award-winning project!
