Borough of Middlesex Master Plan for Victor Crowell Park Receives a 2026 NJPO Award

Date: October 2, 2026

Congratulations to the Borough of Middlesex on receiving a 2026 New Jersey Planning Officials (NJPO) Achievements in Planning Award for the Victor Crowell Park Master Plan! SCE team members and key Borough personnel are proud to celebrate this recognition honoring projects that demonstrate excellence in planning and community impact.

SCE is proud to have contributed to the development of a thoughtful vision for Victor Crowell Park that balances historic preservation, environmental stewardship, and the recreational needs of the community. Through extensive public engagement and close coordination with the Borough, the Master Plan provides a practical roadmap for preserving the park’s historic character while creating new opportunities for residents to connect with nature, enjoy recreational amenities, and experience this cherished community landmark.

Project Description & Overview:

Originally developed in the 1930s by the Federal Works Progress Administration, Victor Crowell Park is centered around Creighton Lake and its surrounding stream system. The Master Plan provides a comprehensive vision for preserving the park’s historic character while addressing environmental challenges and enhancing its recreational and community value.

Driven by extensive community input and collaboration with Borough officials, the planning process focused on identifying improvements that reflect the needs and priorities of the community. The plan addresses flooding, stormwater management, streambank stability, and ecological restoration while improving pedestrian circulation, safety, accessibility, and the overall park experience.

From nature trails and boardwalks to scenic overlooks, paved walkways, seating areas, meditation gardens, and expanded native landscaping, the plan introduces a variety of improvements designed to enhance the park’s natural and recreational features. Native wetland meadows are also proposed to improve stormwater quality, enhance habitat, and discourage geese populations. The adjacent annex property is thoughtfully incorporated into the overall plan, expanding opportunities for recreation and community use while complementing the historic park.

By blending historic preservation, environmental resilience, and community-driven design, the Victor Crowell Park Master Plan establishes a practical framework for the park’s long-term preservation and enhancement. The result is a thoughtful vision that strengthens the connection between the community and one of Middlesex Borough’s most valued public spaces.
